Is it true that it's legal to bring back limited numbers of cuban cigars?

A buddy of mine told me that it's okay to bring back a limited number of cuban cigars (less than 2 boxes) for "personal use"?
A buddy of mine came back from Europe and brought with him some cuban cigars. He said it was ok providing they were for personal use. Is this true?
