How many volts? Sky voltage, atmospheric voltage variant with 100' wire...?

I have a 115 foot piece of magnet wire. If I tie it to a helium balloon covered in foil, how many volts (and how long will it take) will build up on the wire?

Not grounded

Will I get a static shock if I touch it, or will it be dangerous?

Static electricity needs energy to be produced. Rubbing amber on wool will do it. The fast rising moisture in a thunderstorm will do it. An aircraft flying fast in the clouds will do it.
